CSI's latest housing report estimates that Arizona faced an immediate housing shortfall of 55,992 units in 2025 — and, at today’s permitting pace, it could take more than 119 years to close the gap.
At the same time, residential permitting fell 14% in 2025, marking the slowest pace of home permitting since 2019.

Flagstaff housing costs are continually some of the highest in Arizona, created by poor planning, overburdensome regulations, NIMBYism and other barriers to home construction. We are committed to righting the ship, but hurdles are higher than Humphries peak.
According to a new report by CSI, housing remains the biggest affordability challenge in Arizona.
Since 2019, general shelter costs in Arizona have increased 59%, the 4th largest increase in the nation. Arizona also saw some of the fastest growth in grocery and insurance costs, compounding the financial pressure on families.
