Everybody breaks the laws in SA and that's where the problems start.
Companies, officials, citizens, immigrants, etc.
The question is: How do we build a lawful society where it is culturally unacceptable to break even the smallest law like speeding.
I think poverty alleviation and solving unemployment would fix this.
