On Confidential Funds:

- Red flags in the disbursement of confidential funds of and by Sara Duterte already exists BASED ON but also ASIDE from the COA Notice.

- COA Notice of Disallowance is not a small thing. It means the funds were improperly liquidated. Sara appealed the Notice of Disallowance but there is no presumption of innocence in such appeal since it’s not a criminal case.

- What this means is, unless COA withdraws or overturns its Notice of Disallowance, the Disallowance STILL STANDS.

- The testimony of disbursing officers in the Quadcomm hearings show that OVP and Dep Ed DID NOT FOLLOW proper disbursement procedures UPON the orders of Sara Duterte.

- We heard this from Gina Acosta. We heard this from her other disbursing officers. Sara ordered them to give the CASH to Col. Lachica and not to the actual beneficiaries or proper recipients of the confidential funds.

Based on all of these SWORN TESTIMONIES and official documents (especially the Notice of Disallowance) and other relevant facts and evidence, there is PROBABLE CAUSE TO IMPEACH Sara Duterte in and by the House and for the House transmit the Articles of Impeachment to the Senate for trial.
