Story: Labors are robots developed for industrial use. Although they became widely adopted in the construction and civil engineering industries, crimes involving Labors also increased dramatically.

To combat this growing threat, the Tokyo Metropolitan Police established the Patrol Labor Unit of Special Vehicles Section 2. Thus, the unit known as "PATLABOR" was born.
