The uboot firmware of the RE650v2 is broken. When you plug in the device while pressing reset it does NOT go to tftp boot but it seems to UART boot Looks like a left over from development/debug.

You might want to change it to tftp so people can recover broken devices without opening the device and soldering connectors.
