In EU finals, just 51% of pre-3rd zone fights were won by the player with more PR.
In conclusion, either PR doesn't correlate with solo skill at all, or solos is mostly RNG. Probably a mix of both.

Better Summarized info:
- Fishing Spots now have a usage of 3-6 instead of 1-3
- Fishing Spots now spawn more (with a 80% chance)
- You get Rare fish from Fishing Spots more often now
- Fishing Spots will only give Rare Rarity Weapons and above
- Fishing Spots no longer give ammo
