#仮想通貨 の税制改正に関する件ですが、少額決済における「非課税制度」の導入をご検討いただきたいです。

例えば、月1万円（年間12万円）までの少額決済を非課税とする制度です。

「たった月1万円か」
「少なすぎる」

という声もあると思いますが、実際には多くの仮想通貨ユーザーがこの制度を活用するはずです。

少額であっても「使える」という体験が行動を変えます。

政府側には、税収減の懸念があると思いますが、これは単なる減税ではなく、Web3への先行投資です。

仮に
✅年間12万円
✅税率20％
✅利用者100万人
が動いた場合、失われる税収は240億円 です。

12万円×20％×100万人=240億円

一方で、決済が実需として動けば、消費税10％＝120億円の税収が新たに掘り起こせます。

差し引きすると、実質的な税収減は120億円規模に留まります。

これは国家予算規模から見れば極めて限定的である一方、Web3の利用・事業・雇用が動き出す効果は非常に大きいと考えます。

現在、日本で仮想通貨が使われない最大の理由は、少額決済であっても、毎回課税計算が必要になる制度設計にあります。

少額非課税は
✅投機を助長する制度ではなく
✅日常利用に限定した安全な設計が可能で
✅段階的・実証的に導入できる現実的な政策です。

Web3を投資対象で終わらせるか、国家の原動力に育てるか。

その分岐点に、税制があると考えます。

日本がWeb3の分野で再び主導権を握るための第一歩として、少額非課税制度の検討を強くお願いしたいです。

たとえば、7,500万トークン（またはある数値）の上限を設定し、今年はインフレ率を10％に維持し、その後はビットコインと同様に0に近づけていく方法です。

これにより、バリデーターのための新しいインセンティブメカニズムやセキュリティメカニズムを考え出し、テストする十分な時間を得られます。

今後、新しく提案するATOMのロードマップ（近日公開）では、ICL収益を使用してATOMを購入する計画を公開します。

発行率が大幅に下がれば、その影響は大きくなります。これらすべての要因を組み合せることで、来年のATOMの見通しを大きく変えることができると信じています。
