U.S. producers estimate that a single shipment of forest products may include thousands of individual plots of land, and a single container can require tens of thousands of geolocation data points—despite America's well-established forest governance and negligible deforestation risk. As the American @ForestandPaper Association notes, these requirements "divert resources away from forest management, innovation, and trade, while creating non-tariff trade barriers that conflict with broader transatlantic trade commitments."
The Commission’s simplification review of EUDR did not address core concerns of this regulation: removal of onerous and costly compliance requirements for countries that do not contribute to global deforestation like the United States.
Our industry voluntarily invests to improve paper recycling to ensure it remains strong. Each day in America, about 125,000 tons of paper is recycled! Paper is one of the most successfully recycled materials in the U.S.
In his first term, President Trump asked manufacturers to support the USMCA, and we have been proud to do so every step of the way. We partnered with the president and Congress to drive the USMCA into law and supported the negotiations to deliver a winning deal for the American people. We kept our promises to use the USMCA’s provisions to fortify the American supply chain, power more American jobs and drive more American growth. Now is our chance to double down on behalf of the American people. Let’s preserve the USMCA, strengthen it and lead with it—creating more jobs and expanding production for the United States.

A deal is a deal. In August 2025, the EU Commission recognized that the U.S. poses negligible risk to global deforestation. Today I met with Commissioner @JessikaRoswall to urge the EU to act on that reality. The Commission's simplification review of the EU’s Deforestation Regulation, which ends April 30, should deliver real results, reducing regulatory compliance costs and costs for European consumers — not increasing bureaucracy. U.S. producers don't contribute to deforestation and shouldn't face costly geolocation requirements that increase the costs of their products with no environmental benefits. We are hopeful that the EU will address the very serious and legitimate concerns of U.S. producers and exporters.
