While pushing an algorithm improvement yesterday, I discovered a bug that has been penalizing goals scored compared to other performance merits (server had started taking a bizarre exception to the use of `*=` in my clinicalness modifier). Haaland now back on top for PP for GW38.

Levels run from:
DEFCON 5 – normal peacetime readiness
DEFCON 4–3 – increased readiness
DEFCON 2 – one step from nuclear war
DEFCON 1 – nuclear war imminent or underway
