'VOTING IS A DUTY, NOT AN OPTION'

Senator-judge Risa Hontiveros said senators should not deliberately skip the day of the impeachment vote, stressing that absence should not be treated as an abstention.

“Hindi din po pwede na sadyaing wag sumipot sa araw ng botohan. Wala pong abstain by absence,” Hontiveros said.

She cited the Senate’s own rules, which state that each senator shall rise and answer “guilty” or “not guilty” when their name is called.

“Hindi po ito MAY, ito po ay SHALL. Voting is a duty, not an option,” she added.

Hontiveros made the statement on September 23, 2026, amid the Senate impeachment court’s deliberations on the voting requirement in Vice President Sara Duterte’s impeachment trial.
