The 2025 Lebanon Response plan, officially endorsed yesterday, includes for the first time a standalone chapter on return, reflecting a joint commitment to support safe & dignified refugee returns to Syria.
An appeal to European leaders from a lifetime humanitarian: as you discuss boosting defense spending please don’t overlook humanitarian aid, which faces devastating cuts.
Aid, too, is about keeping your countries safe. Aid promotes stability. And a stable world is a safer world.
I was at the border between Syria and Lebanon today. I met some of the Syrians returning home. This family was going back to Idlib. They told me that they had waited 12 years for this day. For them return was a celebration.
Many other Syrians prefer to see how the situation develops before making a decision. That should also be respected.
If large scale return is to materialise, a peaceful transition, tolerance in communities of return and an injection of both humanitarian and financial support from the international community will be required.
This is a moment of huge opportunity.
Thousands of people fleeing Aleppo have arrived in Northeast Syria.
Initial estimates indicate that 70% are women and children.

I was at the border between Syria and Lebanon today.
Until three days ago, thousands of Lebanese and Syrians were fleeing the bombings in Lebanon and crossing into Syria.
Now, since the ceasefire started 48 hours, we have seen more than 15,000 Lebanese go home. They have one overwhelming wish: to rebuild their lives in peace.
UNHCR, together with its partners, will continue to be at the borders to assist.

Some 510,000 people have fled the bombings in Lebanon and crossed into Syria in just 6 weeks.
68% of whom are Syrians who are returning to communities that are devastated.
They need urgent assistance - but with only 6% of the inter-agency appeal funded, we are facing a deepening crisis, in a country where 90% of the population is in need of aid.
At this critical juncture - we need urgent support from our donors to respond to the needs.
Over 220,000 people have crossed from Lebanon into Syria.
UNHCR and partners urgently seek $324 million for critical aid.

More than 130,000 Syrians and Lebanese have now crossed into Syria since 24 September. The vast majority of the Lebanese are being hosted by Syrian families. It is critical to keep in mind that the country they are flooding into has suffered huge destruction and has a devastated economy as a result of its own crisis for more than 13 years. So there is a need not only to provide emergency relief at the border, but also to inject some much-needed resources for early recovery. Water, food and blankets are required - but will clearly not be enough.
