ARCHIVE 🎞️:
1/ 2. A Frenchman, Capt. Paul Barril, who was an advisor to Habyarimana, was paid $130,000 to hunt down senior leaders of the RPA/Inkotanyi, starting with Maj. Paul Kagame.
⤵️ At a time when the liberation struggle in Rwanda and peace negotiations between the FPR-Inkotanyi and the Rwandan government were intensifying in 1993, President Habyarimana and his intelligence services were actively working to undermine the FPR-Inkotanyi.
⤵️ Instead of addressing the issue of Rwandan refugees scattered around the world, stopping injustice, and ending the persecution of Tutsi in the country, Habyarimana’s government chose another path: attempting to assassinate Maj. Paul Kagame, who was leading the FPR-Inkotanyi forces.
⤵️ The mission to eliminate Paul Kagame was entrusted to French Captain Paul Barril, a friend and advisor to President Habyarimana, and an envoy of President François Mitterrand.
Barril began working closely with Rwanda in 1990 when the FPR-Inkotanyi launched the liberation struggle, particularly collaborating with France on matters related to arms supplies and military training for the government that was preparing the Genocide.
⤵️ In 2004, Barril told documentary filmmaker Raphaël Glucksmann that one of his key assignments when he began working with Rwanda was “to infiltrate and spy on the FPR to its core.”
⤵️ The NGO Survie revealed in January 2013 that in early 1993, President Habyarimana gave Barril a mission codenamed “Insecticide,” aimed at carrying out all possible actions to weaken the FPR-Inkotanyi and to kill Tutsis in the country.
Barril was paid $130,000, and much of his effort focused on tracking and targeting top FPR leaders wherever they were, starting with Maj. Paul Kagame.
👉 Survie does not specify how it was to be carried out but states that Paul Kagame was to be killed “at Mulindi, at his base.”
👉 This was not the first time Habyarimana attempted to assassinate Kagame. In 1991, after the FPR-Inkotanyi had captured large parts of Byumba, a woman was reportedly sent to Mulindi to poison Paul Kagame.

April 7 marks the International Day of Reflection on the 1994 Genocide against the Tutsi in Rwanda. We remember the more than one million lives lost and stand with survivors, honouring their resilience and supporting their ongoing healing. We also recognize the United Nations peacekeeping mission, including Canadian personnel, under the leadership of Major-General Roméo Dallaire, who worked under immense pressure to protect civilians. Their dedication helped save lives. In standing with the people of Rwanda, we reaffirm our commitment to peace, tolerance, and a future free from hatred.
We will never forget.
Estonia remembers the more than 800,000 victims of the 1994 Genocide against the Tutsi in Rwanda.

Today, we remember and reflect on the horrific 1994 genocide against the Tutsi in Rwanda.
We honour the victims, survivors, and everyone whose lives were changed forever by the atrocities and commit to building a better world where such horrors are never forgotten or repeated.
In 1994, over one million children, women and men were killed in the genocide against the Tutsi in Rwanda. Today, Sweden 🇸🇪 joined @RwandaUN, @PGA, @UN and Member States in the General Assembly to honor their memory and to stand against hatred, division and violence.

Today, we mourn the victims of the 1994 Genocide against the Tutsi in Rwanda – over 1M lives lost in 100 days. Genocide has warning signs: deep discrimination, dehumanisation, incitement to hatred. States must prevent & punish this horrific atrocity crime.

SHORT & SAD STORY
President Kagame said:
Imagine a farmer, whose field catches fire.
At first, flames are small.
A few neighbors think it does not concern them.
Others say, the wind will change!
…and the fire, will die out on its own.
So, they watch and wait.
But the wind does not change.
Meanwhile,
A pyromaniac is secretly adding fuel to the fire!
So, the fire spreads from one field to another and then into the forest, towns and beyond.
Only then,
The people run with buckets of water and calls for the establishment of a fire department.
Unfortunately, the today’s international community acts worse than the neighbors of the farmer.
Africans, more than most, should understand that the danger of moral passivity in the face of hatred and violent extremism (X2)
They should understand.
Dear Africans.
