The housing fund will be the largest scandal in Africa! I hear @WilliamsRuto defending the fund and comparing it with Singapore and I shake my head vigorously! Singapore success is as a result of its strict policy of meritocracy but you Mr Ruto believe in rewarding friends and tribalism!
Government finances its budget in three major ways: internal revenue collection, international borrowing and domestic borrowing. Rarely do people discuss about the domestic borrowing, but here we are.
Domestic borrowing entails selling treasury bills and bonds where CBK floats them for a certain period, sometimes long term (10 or 20 years) and sometimes short term (5 years and less).
Many players buy the treasury bills key amongst them, banks, money market funds and most of all, private citizens and even the ordinary citizens who can buy via mobile phone through a product called M Akiba launched during President Uhuru's administration.
For your information, this form of raising budgetary support through the bills and bonds is as old as the Kenyan state and unlike peddled by the scapegoating UDA regime, it did not start with handshake or even end with it. The current government has floated them since September albeit with difficulties.
Out of 4 bonds floated, only 1 was successful. The latest one was a total flop as only 3.75 Billion was raised against a target of 20 billion. This was a horrible uptake and it only confirms the obvious; investors have little confidence in this government. They don't trust that they will get back their investment and for sure they may be right considering the conduct of government in the last few months.
This is a government that lacks financial foresight and prudence, and at best has invented a new form of solutions to all their problems; "blame the handshake", if it that does not work, "blame uhuru". Ruto’s administration does not want to account for its irresponsible planning or profligate spending and that is why even debts accrued during Jomos, Moi, Kibaki and Uhuru's terms and maybe even colonial times are blamed on the handshake. The most ironical thing though is that the key players in the government starting from the top were in top positions in the executive and parliament during the so demonized handshake, some even charing the budget committee.

@Safaricom_Care what is the criteria to get a till number or a paybill? Do you seriously vet the people or companies you issue the above to?
Alot of people are being conned by fraudsters using those till numbers and paybills...eg Nino insurance brokers kenya.
