When Penelope talks to Telemachus about the “people from the sea,” she’s referring to the mysterious raiders that have been attacking coastal settlements after the Trojan War. Throughout the movie, everyone believes they’re an unknown enemy arriving by ship violent outsiders bringing chaos and fear.

The twist, however, is that they’re not a separate nation at all.

By the end of the film, Odysseus realizes that he and the other Greek veterans became the “people from the sea.” After Troy fell, many victorious warriors continued raiding, pillaging, and violating the sacred laws of hospitality. In Nolan’s interpretation, the Greeks themselves became the very terror everyone feared. That’s why Penelope ultimately tells Odysseus, “You are the people from the sea.”
