Indonesia has been plagued by Islamist extremist infiltration at systemic levels and has no diplomatic ties with Israel as it does not recognize its existence.
Jemaah Islamiyah (JI), linked to al-Qaeda, and its offshoots like Jamaah Ansharut Daulah have not only carried out attacks but have also embedded themselves in societal structures, including the military and policing units. JI has historically exploited Indonesia’s decentralized governance and porous borders to establish training camps in regions like Sulawesi and the Maluku Islands.
Beyond JI, groups like Laskar Jihad and the Islamic Defenders Front (FPI) have wielded influence, with the latter pushing for stricter Islamic laws until its ban in 2020. Extremist ideologies have infiltrated religious schools (pesantren), where radical clerics like Abu Bakar Ba’asyir, JI’s spiritual leader, have radicalized students.
Some estimates suggest hundreds of pesantren, many focused in Java, have been used as recruitment hubs. Institutional infiltration is a persistent concern. Reports have documented cases of police and military personnel sympathizing with or actively supporting extremist groups. For example, a 2018 investigation revealed low-level police officers in Java providing logistical support to JI cells. Similarly, retired military personnel have been linked to radical militias, leveraging their training and networks.
Despite counterterrorism successes by Detachment 88, which has neutralized hundreds of militants since 2002, the threat persists. The 2018 Surabaya bombings, carried out by families including children, underscored how extremism has evolved into decentralized, homegrown networks. These attacks highlighted the role of online radicalization, with platforms like Telegram and WhatsApp used to spread propaganda.
Radical groups have also influenced politics, pushing for sharia-based bylaws in regions like Aceh and West Java. Political figures have, at times, courted these groups for electoral support, giving them a veneer of legitimacy. For instance, during the 2019 presidential election, hardline Islamist rhetoric was amplified by certain candidates’ alliances with groups like FPI.
Indonesia’s prison system is a known breeding ground for radicalization. Overcrowded facilities and lax oversight have allowed figures like Ba’asyir to continue preaching extremist ideologies even while incarcerated, creating networks that persist post-release.
