Eli Manning was a top 15 finalist, but was in the first group of five at that stage to get cut. If the Hall of Fame keeps their "small Hall" rules in place, it could be a *very* long wait for Eli.
Not only was Eli Manning not voted in as a Hall of Famer on his first try, but he wasn't all that close according to @GaryMyersNY.

The Modern players who made the top 7 this year become automatic finalists next year, due to a new rule the Hall just created. Only 11 finalist spots left in 2026 since these guys are already there:

The voting rule changes led to the smallest class since 2005 and halts the momentum the Hall had in recent years addressing the Senior backlog. The Modern category is now going to get significantly backed up as well.
