@patbrittenden Because it makes the cost of the vehicle the same regardless of if the job was 2 hours or 10 hours, it they added it to their hourly rate, some people would pay more than the actual cost depending on the length of the job not just that there was a job.

@RayleneHansen@VeronicaGlamis@nzherald Because he was charged before the media caught on and a judge was then able to apply name suppression. The other two publicly resigned or stood down over allegations before charges were laid. Only a judge can grant name suppression once there is a charge.
