Zimbabwean Lawyer Arrested At OR Tambo International Airport Over Alleged R5.2 Million RAF Fraud And Theft Linked To 28 Accident Claims

A Zimbabwean lawyer has been arrested in connection with allegations of fraud and theft involving Road Accident Fund (RAF) claims submitted on behalf of about 28 people. The Hawks said complainants have suffered more than R5.2 million in actual financial prejudice, while potential losses in the broader case exceed R20 million.

Precious Muleya, director of Precious Muleya Attorneys, was arrested on September 30 at OR Tambo International Airport following a warrant linked to cases opened at KuGompo City in the Eastern Cape. The alleged conduct occurred between October 24, 2011, and January 19, 2024, according to the Hawks.

Eastern Cape Hawks spokesperson Warrant Officer Ndiphiwe Mhlakuvana said some claims allegedly contained material misrepresentations that inflated compensation amounts. The Hawks further allege that compensation paid in some cases was retained and appropriated instead of being transferred to the beneficiaries. RAF discrepancies led to some claims being repudiated and the matter being referred to the Hawks.

Muleya briefly appeared before the Kempton Park Magistrate’s Court on Thursday, October 1. She is expected to be transported to the Eastern Cape and appear before the KuGompo Magistrates’ Court on Monday, October 5. The allegations have not been proven in court, and she remains presumed innocent unless proven guilty.

Nqobizitha Zulu was five years old.

Tshiamo Rabanye was six.

They disappeared while playing in Soweto in April 2023. Their families and neighbours searched through the night.

The next morning their bodies were found in separate places, only about 1.4km apart.

Both boys had been mutilated. Their hands and noses had been cut off and their throats had been slit.

Read that again and remember their ages.

Five and six.

They had simply gone out to play.

A grandmother of one of the boys and her partner were later arrested in connection with the murders.

I know our current focus has rightly been on violence against women, but children must never disappear from this conversation. They are often the most defenceless victims of violence in this country.

Nqobizitha and Tshiamo should have grown up together.

Instead their families had to bury them together.
