Last time Eric Toney ran, I was blathering on the phone to Jim Piwowarczyk about Josh Kaul botching the crime lab or something for the hundredth time, and Jim had the flu or something and was crabby and snapped, “You and Eric Toney are the only two people in the state who care about Josh Kaul.”

True story.

Lol. Now it’s a running joke. Eric thinks it’s funny. I guess Jim thought Josh Kaul was boring, even though he wanted him to lose. Or he just had the flu. Or I wouldn’t stop talking about it. If you know Jim, he probably wanted to talk about Muskie fishing or something. Or walleye fishing. Or fishing lures. Or how Gov. Evers holds a fish. Or whatever. Jim would now stipulate that he cares about Josh Kaul. I know he thinks the world of Eric Toney.

But here we are again, and this race isn’t getting the attention it deserves from the public and the media at large. It’s time to elevate this race because it matters; Eric Toney could win it.

Consider:

Kaul outspent Eric by $4 million and only won by a measly 35,000 votes, even though he had Evers’ coattails. Now he’s disappeared. It’s like he’s not even trying. This time, Eric has raised more money. And Kaul doesn’t have Evers’ coattails this time…

Well wouldn’t you know it, Nick Kristof and the NYT had to get out their horseshit, Der Stürmer-worthy op-ed just before Silenced No More was published. They were right to be nervous. This is a gruesome tidal wave of verified, ice-cold, damning evidence, which painstakingly documents the horrific sexual abuse committed by Hamas and Gazan “civilians.”

The report (link below) is the product of a two-year independent investigation conducted by the Civil Commission on October 7 Crimes by Hamas Against Women and Children, an NGO established specifically to document and preserve evidence of gender-based atrocities committed during the massacre and hostage captivity. The commission was founded by legal scholar and human rights researcher Cochav Elkayam-Levy and includes jurists, prosecutors, legal scholars, trauma experts, researchers, and specialists in international human rights law.

The investigation documents crimes committed against victims representing 52 nationalities and was assembled with input from international scholars, legal experts, prosecutors, trauma specialists, and human rights researchers.

The report spans roughly 300 pages and draws on an evidentiary archive including more than 430 testimonies and interviews, over 10,000 photographs and video files, nearly 2,000 hours of visual documentation and forensic analysis, eyewitness testimony, hostage accounts, first responder evidence, and material gathered for future legal proceedings and historical recordkeeping. The commission concludes that the sexual violence committed on October 7 and during captivity was “systematic, widespread, and integral” to the attacks themselves.

This may be the single most important factor in understanding the scope of what not only Israel is up against, but certainly the entirety of the Jewish people — and anyone who wishes to resist the slide into utter barbarism. Trust me, none of this is pleasant. And for those who have wondered why I’ve become so obsessed with trying to convey that this is a civilizational issue, you’re about to find out why.

Here's the dirty secret.

Regulators don't advertise it.

Politicians hide it too.

Utilities don't profit on electricity sales so much as they profit on capital investment. Under cost-plus (rate-of-return) regulation, a utility earns a guaranteed return, typically 9–11%, on its rate base — the total value of assets it owns. More assets = more profit. Full stop.

This creates a structurally perverse incentive: utilities love expensive infrastructure.

Every new transmission line, transformer, and wind farm added to the rate base is a profit center.

Efficiency and cost minimization are actually againstshareholder interest. Economists call this the Averch-Johnson effect — regulated utilities systematically over-invest in capital because the regulator guarantees them a return on it.

Now layer on the Net Zero/Green New Scam style mandates supported by the three Democratic gubernatorial front runners in Wisconsin - @TheOtherMandela, @saraforwi, and @FrancescaHongWI.

Barnes, Rodriguez, and Hong would all require utilities to retire functional natural gas and coal plants — assets that are essentially "paid for" by ratepayers — and replace them with wind, solar, batteries, and expanded transmission.

Each replacement asset enters the rate base at full cost. Ratepayers lose the benefit of cheap, amortized generation and start paying returns on brand-new, capital-intensive infrastructure.

Wind and solar also require massive grid buildout. Because renewable generation is diffuse and intermittent, you need far more transmission capacity than dispatchable generation requires. Every mile of new wire: rate base. Every substation upgrade: rate base. Every grid-scale battery: rate base.

Meanwhile, backup capacity — gas peakers kept on standby for when the wind doesn't blow — must also be maintained. You're now paying capital returns on redundant systems simultaneously thanks to - you guessed it – Barnes, Rodriguez, and Hong.

The utility isn't complaining. It's secretly for net zero mandates. A mandate to spend is a mandate to profit.

Customers, however, are financing a capital feast.

Germany, which aggressively pursued the Energiewende, saw residential electricity prices roughly double over two decades — among the highest in the developed world. California tells a similar story.

The cruel irony: net zero policies, sold as environmental necessity, function in practice as a subsidy machine for the most reliable rent-seekers in the economy — monopoly utilities with a government-guaranteed return and no market discipline whatsoever.

Ratepayers pay.

Shareholders profit.

Rodriguez, Barnes, and Hong claim credit.

Classic regulatory capture.
