Update on the Cattle Restocking Programme Implementation
H.E. @KagutaMuseveni , in November 2025, guided on the implementation of the Restocking Programme in Acholi, Lango and Teso sub-regions. Cabinet subsequently adopted the operational guidlelines for the Restocking Programme.
The Office of the Prime Minister wishes to update the public on the implementation of the Restocking Programme in the 33 Districts in the three sub-regions for FY2025/26.
Beneficiariaries are selected at Parish level by the Parish Development Committee and the list of beneficiaries uploaded on the Parish Development Committee Management Information System (PDMIS)
In FY 2025/26, UGX 80 Biliion has been provided for the payment of 16,000 beneficiary households who will each receive UGX 5,000,000 for the purchase of five cows (3 heifers and 2 bulls)
Districts have continued uploading beneficiary information onto the Parish Development Management Information System (PDMIS), which is being used for beneficiary selection, verification, and payment processing.
So far, 11,504 selected beneficiaries out of the targeted 16,000households have been uploaded, representing 71.9% progress.
Payments to verified beneficiaries have commenced via the PearlBank_Wendi mobile wallet, in line with the restocking programme guidelines. To date, 559 households have already received payment totaling UGX 2.8 Billion. The expected completion of the first-phase disbursements to the 16000 households is 30th June 2026.
The Government wishes to clarify that no funds are handled by the parish chiefs and parish development committees. Beneficiaries are advised not to sign or thumbprint any document confirming receipt of funds before the funds are credited to their registered account or mobile money number.
The programme guidelines provide for verification through established Government systems before direct payment to beneficiaries to ensure transparency and accountability.
Implementation has, however, been slowed by delays from four Local Governments that have not uploaded beneficiary lists onto the system, namely (Lamwo, Nwoya, Pader and Agago Districts).
This is affecting verification and payment processing as the Government works to conclude implementation within the current Financial Year 2025/26.
All district leaders and technical teams are urged to expedite the submission and upload of verified beneficiary data to avoid further delays.
We appeal to the Local Governments that have not uploaded baneficiary data onto the PDMIS to expedite this exercise.
We also appeal to the technical and political leadership of the 33 Local governements to be vigilant during the selection and verification of beneficiaries as well as monitoring and supervision to ensure the programme objectives are realised.
I urge the Local Government leadership to strengthen the verification process to avoid fraudulent practices.
The Government remains committed to ensuring that all eligible beneficiaries receive support from the Restocking Programme in a transparent and accountable manner.
