@mossadforever Ubisoft games are notorious for using region-specific save paths, due to how their Cloud solution works.
If all else fails, try opening the backup in your favourite archiving tool (7zip, WinRAR, WinZIP, etc) and see if you can restore it manually else all we can do is apologise.

Firstly, GSM doesn't modify your save data; it merely packages it.
If your saves aren't being detected by the game after restoration then file corruption, a game update or simply running a version not yet fully supported could be to blame.

If your backups were made in a 3.x build, I see no reason why they wouldn't functional in this build.
