Here we go again: China Daily — state-owned and state-operated — has produced yet another propaganda video attempting to destroy my credibility, relying on nothing but ad hominem attacks. Am I really such a pain in the CCP’s head that they are spending this much time, money, and effort trying to ruin my reputation?
First, on the Honor Code. Their argument goes: I violated the honor code, challenged it, and then resigned weeks before graduation, leaving my case “unresolved.” Anyone who actually came from the Academy knows that resigning weeks before graduation is the most honorable path one can take. Resignation means you have admitted the violation — and that, as a gentleman bound by the Code, you must leave the portals of the Academy to honor it. To claim that “leaving the academy is easier than facing the Honor Code process” only proves they understand nothing about it.
Second, the far-fetched timeline. They insinuate that after leaving the academy in 2003, roughly twenty three years ago, I “immediately” went to Japan for my master’s and PhD — as if I were groomed for over a decade to destroy China’s reputation. The truth: my postgraduate studies began in 2015, twelve years later. This is deliberately misleading propaganda.
Third, a correction on my role. As spokesperson, I am not leading a “maritime campaign against China.” I am leading transparency efforts that expose China’s illegal, coercive, aggressive, and deceptive actions in the West Philippine Sea. And I don’t lecture anyone about transparency — I simply share with the world the photos and videos of what China unhesitatingly, unflinchingly, and proudly does in the West Philippine Sea.
China doesn’t need my help to destroy its reputation — it does that on camera, every day!

This morning, we turned over to the Office of the Ombudsman for their further evaluation and ‘motu proprio’ investigation all the documentary and testimonial evidence, ie official records culled from government websites, while others were supplied by reliable sources, that we have gathered so far.
We are looking at cases of plunder, malversation, violations of the Anti Graft and Corrupt Practices Act (RA 3019), etc.
Just as we thought last year that Bulacan was the microcosm of flood control project anomalies, Taguig is something else - employing old and new tricks, like passing off an illegal reclamation project as slope protection structures with several ghost projects, cases of double appropriations, recycled photos belonging to past and already completed contracts to bill and collect for new ones - all controlled by one person, dating as far back as 2019.
For the period 2020-2025 alone, Taguig has accumulated P14.4B worth of infra projects and still counting.
We hope the excellent research and investigative work that my staff did in this regard won’t be wasted and will contribute to the Ombudsman’s efforts to expedite their investigation.
We will continue to submit to the Ombudsman whatever pieces of evidence we can still secure to help them achieve our shared crusade against graft and corruption.
