Gerald Eddie Brown Jr., a 65-year-old former U.S. Air Force Major and pilot known by the call sign "Runner," was arrested on February 25, 2026, in Jeffersonville, Indiana, by the FBI.

Brown served over 24 years in the U.S. Air Force, retiring from active duty in 1996. During his career, he flew various aircraft including the F-4, F-15, F-16, and A-10, led combat missions, and held roles involving sensitive systems. He later worked as a contractor training pilots on simulators for platforms such as the A-10 and F-35 Lightning II.

According to the U.S. Department of Justice, Brown is charged by criminal complaint with providing and conspiring to provide defense services to pilots of the People's Liberation Army Air Force (PLAAF) without required authorization, in violation of the Arms Export Control Act. This law regulates the export of defense articles, services, and related technical data, requiring a license from the State Department for such activities involving foreign entities.

The allegations state that beginning around August 2023, Brown conspired with foreign nationals and others to deliver combat aircraft training to Chinese military pilots. He reportedly used an intermediary to negotiate arrangements linked to an individual previously convicted in the U.S. for related offenses involving defense data.

In December 2023, Brown traveled to China, where he began the alleged training activities. On his first day there, he spent several hours responding to questions about U.S. Air Force operations. The next day, he presented information about his background to PLAAF personnel. He remained in China until returning to the United States in early February 2026, after which he was arrested.

The case is being investigated by the FBI, with support from other agencies. Brown was scheduled for an initial appearance before a Magistrate Judge in the Southern District of Indiana on February 26, 2026.

As of the latest available information, no further details on subsequent court proceedings, plea decisions, trial, or final sentencing have been reported

given the recency of the arrest and initial court date. If convicted on the charges, federal penalties under the relevant export control statutes could include significant prison time.

Signal groups at 1,000-member cap per zone. Dedicated roles: mobile chasers, plate checkers logging vehicle data into shared databases, 24/7 dispatch nodes vectoring assets, SALUTE-style reporting (Size, Activity, Location, Unit, Time, Equipment) on suspected federal vehicles. Daily chat rotations and timed deletions to frustrate forensic recovery. Vetting processes for new joiners. Mutual aid from sympathetic locals (teachers providing cover, possible PD tip-offs on license plate lookups). Home-base coordination points. Rapid escalation from observation to physical obstruction—or worse.

This isn’t spontaneous outrage. This is C2 (command and control) with redundancy, OPSEC hygiene, and task organization that would make a SF team sergeant nod in recognition. Replace “ICE agents” with “occupying coalition forces” and the structure maps almost 1:1 to early-stage urban cells we hunted in the mid-2000s.

The most sobering part? It’s domestic. Funded, trained (somewhere), and directed by people who live in the same country they’re trying to paralyze law enforcement in.
