Fulton County Jail is terrible, but it's not unique. Throughout the South, the jails and prisons keep people in disgusting conditions. Many are under federal consent decrees, but those don't seem to ever improve the conditions. You'll never convince me that this is the solution:

OMG. The Fulton County Jail, which handles PRE-TRIAL detention for Atlanta, has "widespread infestations of mice, roaches, bedbugs, lice, & scabies... The jail's kitchen also fails to adequately feed detainees." One man died covered with bugs. America???
