We really seem reluctant to touch this topic, for reasons we all tiptoe around; but at the heart of it, it’s political expediency. The inconvenient truth is this: without the heavy lifting and bold choices taken by the ANC-led 4th administration under the Zuma presidency, especially the massive HIV/AIDS investment kicked off through the 2010 national strategy, South Africa would have been caught dangerously exposed today. That administration made a decisive call, might have been controversial or not to some; to actually anchor the HIV response in our own fiscus. And it wasn’t a symbolic gesture. The HIV grant shot up from R6 billion in 2010/11 to R23.5 billion by 2020/21. That kind of scale doesn’t just happen; it’s a deliberate political will and decision. And here’s the part many refuse to admit: if we hadn’t already built that financial backbone, the onslaught from the Trump White House with their foreign-aid pullback and the broader assault on global AIDS funding, would have hit us like a runaway truck. We would’ve been entirely vulnerable, begging bowl in hand. So, whether people like Zuma or not, whether his name triggers allergic reactions or not, the record is the record. That bold, forward-thinking decision by the then President Zuma, his cabinet and that administration surely has helped in insulating this country when it mattered. And on that point alone, we owe a measure of gratitude even if it makes some comrades uncomfortable, and not him alone but even his successor President Ramaphosa and the ANC-led administration for not taking the foot off the gas as it pertains to this pivotal programme.
