@biachunli I'm going to be honest with you. This is one of the reasons why I stopped playing SF6. It's a good game, but the mix of the realism with the cartoon anime aesthetics creates a clash in its overall style. It makes me confused on what it really wants to be at the end of the day.

@BatVibes I think it would make sense as a reward for completing the Pokedex in the original game in which you're prompted to meet him. Prof Oak would then reveal his past as a trainer and challenge your character, leading to this battle. It would be ironic given his past with Agatha.
