FORMER TOMWEB ADVISER WANTS OSA DIRECTOR, ASST. DIRECTOR 'PERMANENTLY REPLACED'
BREAKING: The former adviser TomasinoWeb, who resigned at the heat of the student organization's "7-Eleven" issue, has filed a 14-page administrative complaint against Office for Student Affairs Director Ma. Cecilia Tio Cuison, who is on medical leave, and Asst. Director Ma. Regina Arriero. The complaint was submitted through the office of the UST Vice Rector.
Leo Laparan, a journalism instructor, alleges that the OSA officials violated his academic freedom as outlined in the UST Faculty Union collective bargaining agreement, the university's mission statement, and various Philippine regulations and laws, including the Education Act of 1982, Campus Journalism Act of 1991, and the Philippine Constitution's provisions on freedom of speech and freedom of the press.
Laparan has requested that the vice rector consider preventively suspending the OSA directors from their duties and powers and permanently replacing them if they are found to have violated the mentioned policies and laws.
"The actions of the OSA directors are not reflective of the values upheld by the University of Santo Tomas. I hope and pray that your good and honorable office puts the appropriate end to their abuses of power," he said.
Tio Cuison’s leave of absence came almost a month since the OSA came under public scrutiny after ordering TomasinoWeb to delete a photo of College of Information and Computing Sciences (CICS) students in their “Type B” uniforms and entering a 7-Eleven store inside the campus.
Aside from instructing the student media organization to take the photo down on Feb. 16, the OSA also directed its officers to issue a public apology.
As Tio Cuison went on medical leave, UST designated Asst. Prof. Jaezamie Ong, the assistant principal for student formation at UST Senior High School and a faculty member at the Department of Literature, as OSA officer in charge.
TomasinoWeb resumed operations on March 8 after a weeks-long absence from social media, following the appointment of another journalism faculty member, Nathaniel Melican, as interim adviser.

All seven students who submitted their candidacies for the upcoming Central Student Council (CSC) elections have now pulled out of the race, following the withdrawal of Stephan Aseron, the candidate for auditor, at 2 p.m. today, as reported by the Comelec.
Aseron's withdrawal marks the latest in a series of unprecedented withdrawals from the CSC candidates. Earlier, six candidates withdrew, citing a "system resistant to reform."
Student leaders and some faculty members hold a press conference and prayer rally in front of the Arch of the Centuries on Wednesday, March 20.
Rise for Education-España, a loose network of UST student groups, organized the press conference where students criticized the "repression" by the Office for Student Affairs and discussed the recent withdrawal of six CSC candidates.

Student councils nationwide should ask lawyers to check student handbooks for many possible violations of the constitution, jurisprudence, laws and ordinances guaranteeing the rights of students. They should sue.
The constitution's reach don't stop at the school gates.
RECTOR URGED TO SACK OSA HEADS

In an open letter on March 12 addressed to UST Rector Fr. Richard Ang, O.P. posted on the Facebook page of Rise for Education - España, students slammed the “heavy-handed responses” of the OSA and its “unnecessary bureaucratic and repressive culture.”
The letter was signed by the UST SHS Student Council, UST Artlets Student Council, TomasinoWeb, and Anakbayan UST, among others.
