Ontario trains nurses, then watches them drive across the border to work.

Our new report found an estimated 2,218 nurses lived in Ontario but commuted to Michigan for work in 2025, up from 1,887 in 2023. We surveyed more than 200 nurses in Windsor to find out why.

The top reason was not what many people assume. It was the availability of work with a schedule they wanted, at 44%, ahead of compensation at 29%. As of August 13, just one of 16 was full-time nursing jobs posted on Windsor hospitals' websites was part-time or casual. New graduates want full-time work, and Ontario keeps offering the opposite.

The findings go further. 68% said health care technology and equipment is worse in Canada, with only 2% saying it is better. 62% said working in a government-run facility was not important to them.

These nurses are not lost to the profession. They are working full shifts a few kilometres away. If Ontario followed the Swedish model and let non-profit and for-profit hospitals into the market, those employers could offer nurses what they are asking for.
