The Dark Lord Sauron was never truly the Lord of the Rings and his grand design was, in many ways, a failure.
The Nine Rings were his only real success Men were the easiest to corrupt, and he bent all nine to his will. But beyond that, almost everything else collapsed. The Elves sensed his influence the moment he forged the One Ring and immediately removed their own, slipping entirely out of his control. The Dwarves, as the Children of Aulë, had wills far too strong for Sauron. Their Seven Rings only intensified their greed and stubbornness, never giving Sauron the domination he desired. And even then, four of those rings were destroyed by dragons, while Sauron managed to recover only three. 💍
So when you look at the full picture, Sauron never came close to ruling all races through the Rings. His scheme worked on one race Men and failed everywhere else. For someone who sought to bind all life to his will, that’s a remarkably significant defeat long before the War of the Ring even began.
