It also happens in the following scenario:
- ability does <99 dmg/sec
- press/unpress Shift
- buy more AP items so ability does >99 dmg/sec
- hover over ability (even with no Shift)

@drewlevin What does it take for one to work on your team? People seem to tag you in a bunch of things, from MMR increase, unban requests, to matchmaking complaints.
I imagine it is a hard job, but it seems to be a very exciting one too.

In order to get by around here, you would need to participate in chemical experiments, contraband runs in Piltover, and exploration around the city itself to gather more allies.
