A cut is a cut is a cut - be it an unfunded mandate like the staffing regulation debacle, a blunt cut to Medicaid or Medicare rates, or a less obvious (to the public) cut like reducing provider assessment mechanisms. Lower funding to America’s seniors at exactly the moment when the demographics necessitate investment is a public policy disaster.
