Nullscape is a bit after the height of the war. The Mechanical beings created by the opposing side ruined the Surface, forcing them all underground.
Since Nullscape has such little land, both sides are fighting for control over it.

Not all Immortals seem to support this (hence the "We're not monsters"?)
Maybe this is why the enemies HATE Immortals so much, because they're trying to take what little they have.
Perhaps the reason why most enemies float is the fact that they need it due to the little land.
