Listen to this: Yamune cartels dispatched agents to rural villages under the guise of registering people for SHA. When they encounter elderly individuals, they deceitfully request their IDs & mobile phones, claiming to assist them with the registration process. In reality, their intention is to exploit these details to access the Hustler Fund.

Here’s the scheme: ordinarily, a first time borrower can only access less than one thousand shillings. However, through collusion with insiders in the Hustler Fund program, these cartels are able to fraudulently secure loans of up to 100,000 shillings, which are approved instantly.

The money is then diverted to other accounts, leaving unsuspecting elderly villagers saddled with debts of 100,000 shillings,, loans they neither applied for nor benefited from. By the time Yamune cartels are done syphoning this country dry, Singaporeans will be coming to Kenya for benchmarking. Sisi kama walala hoii hatuna maoni, Letu Jicho tu.👀

This morning, let me bring your attention to something serious. As I’ve always said: Tunaibiwa.

Yesterday I uncovered a lot, but today it gets even darker.

Can William Ruto and Treasury CS Mbadi explain to Kenyans where $3,059,203.20 (≈ KSh 396 million) they took from the World Bank on 27th June 2024 went?

I am attaching evidence below.

This money was borrowed from the World Bank after Ruto’s government promised that it would:

Equip all students with new or improved access to high-speed internet,

Provide energy-efficient computers, laptops, and tablets to schools, TVETs, and universities under the project, etc. (I’ve attached snippets).

Apparently, Ruto’s government signed a $350 million loan from the World Bank for the Kenya Digital Acceleration Project. Their stated objectives included free high-speed internet for schools, among others. That’s why you’ve been hearing all this digital transformation noise.

On the 27th, about $3 million was sent to Treasury accounts.

Now here’s the interesting part:

I dug deeper and found the company that was allegedly paid by the World Bank financiers — VISCAR INDUSTRIAL CAPA LTD.

A deeper search shows that the company is owned/led by Eng. David Mulongo, the Founder, CEO, and Managing Director.

So I decided to learn more about Mulongo. In the process, I came across former CS Debora Mulongo, who seems to be related. Further digging brought up a screenshot suggesting that the CS also has ties to Wetangula. But that’s a story for another day.

So the chain looks like this:
World Bank → Treasury → Mulongo’s company → ??? (Ruto & friends?).
And by that, you know we are screwed.
My biggest question is this:
👉 Why is it that, as we speak, no schools have been connected to high-speed internet, and no students have received free internet devices?

👉 Where is the KSh 396 million that Ruto and others borrowed on behalf of Kenya for this purpose?

👉 Can you show us how many schools you have actually connected to high-speed internet?

So bad is the situation that the wb after releasing the 396m the wb review of its spending was "moderately satisfactory " Wiziiii

It really sucks that students in rural areas are struggling with CBC without internet, yet you’re taking loans in Kenya’s name for this exact purpose and doing nothing.

What’s worse is that they are waiting for another close to KSh 35 billion from the same project. If they took KSh 396 million and can’t show what they did with it, what will be the fate of the KSh 35 billion?

People are taking loans in our name as a country and eating the money. Even the Taptengelei noise ended once they got the money, then they went silent.

We are being robbed.

If you are in Lokichar, Turkana, can you please check this building and confirm whether a hospital called The Alsaland Hospital actually exists there and how big it is?

In June, this facility received over KSh 4 million from SHA, yet I can’t find any records of it.

On the MOH system, there is only very limited information.

According to MOH, the building is listed as being located at Akide Plaza, but for some reason, no further details are available.

Akide plaza itself seems to have many vacant rooms

Next to it is a pub

It’s very likely this could be a ghost hospital and if not, then perhaps just a single room labeled as a Level 3 hospital.

This week I got to know that a single room run by a clinical officer doubling as both the doctor & nurse can be a Level 3 hospital, and for that, SHA paid them sh2.3M si hii nchi yetu ni nchi ya ajabu sana

Another ghost hospital.

This time it’s Jabii Nursing Home in rural Mandera.

According to MoH records, it’s supposed to be located next to Jabii Primary School.

I sent someone there and all they found was the school.
No Level 3 hospital.

Yet in June, this “hospital” received 5.53 million Ksh from ShA more than some sub-county hospitals get.

In May, it received over 1.5 million Ksh.

Even more suspicious: the hospital was registered in January this year and cleared the same week.

Do you now see the scale of theft happening?

I know they’re busy cooking up propaganda.

The kind of stealing of public resources Duale is facilitating in SHA is mind boggling.

Single room store fronts, with even no chairs like this, are classified as Level 3 hospitals and used to siphon millions of shillings through SHA disbursement every month.

At the end of each day, Duale will come here to quote verses from Quran.

I guess he is thankful to Allah for allowing them to steal money that should be used to take care of the sick among us!

Today, 18th August 2025, over 3,000 Busia County workers are yet to receive their July salaries. This is unacceptable and a clear sign of poor management of the county’s most vital resource, its workforce.

Our staff in health, education, administration, and other critical sectors cannot serve the people of Busia effectively when their own welfare is neglected. Timely salary payment is not a privilege, it is a basic right and obligation.
