Xで数ポストで投稿規制がかかる件、やっぱりandroid版アプリの下書きの同期不具合が原因だった可能性
アプリ側で消しても、サーバ自体からは下書きは消えてないので、Web版でログインして削除→一晩経ったら(規制が解除されたら？)投稿できるようになりました
まだ油断出来ないですがこれで様子見！
