🔑 Across changed its light-client program key on nine chains with one Safe transaction

On 8 Oct, 17:28 UTC, the HubPool owner (a 3-of-5 Safe) relayed the same admin call to nine spoke pools: updateHeliosProgramVkey. That key identifies the program whose proofs of Ethereum state each pool's SP1Helios light client accepts.

On BNB the change took effect at 18:06 UTC. The other eight chains are outside our coverage.

A data point for the clock's perimeter: Arbitrum One reads "since 31 Aug". On 2 Oct the L1 UpgradeExecutor granted EXECUTOR_ROLE to a new contract (0x3066…39b9) in the Security Council's emergency action, and that contract still holds the role. 🛑 Compound: two passed proposals were cancelled by the proposal guardian

Proposals 612 and 613 passed with 1.89M COMP for and 1.04M against, and were queued in the Timelock on 7 Oct at 07:54 UTC.

At 16:44 UTC the proposal guardian, a 5-of-9 Safe, cancelled both in one transaction. Their six queued transactions are gone from the Timelock, and the Treasury Timelock's delay stays at 2 days.

The guardian's reasons and the proposer's objection are both on the Compound forum.

🔧 Pendle upgraded PendleSwap on four chains in 84 seconds

On 6 Oct, 09:29 to 09:31 UTC, the PendleSwap proxy got a new implementation on Ethereum, BNB, Base and Arbitrum. Same address and same new code on all four.

Each upgrade was one transaction from that chain's Pendle governance multisig, 3 of 5 signers, with no timelock in the path.

What the two addresses are: the old owner was a single key (an EOA), the new owner is a Safe that needs 3 of its 4 signers. Control of this contract moved from one key to a multisig.
