If the car were only depending on turbines to move then power used to drive them would not be recuperated. But remember the car is battery powered. There is going to be drag anyway and that drag may as well be utilized.

I was laughed at for suggesting it to someone in 1993 because "lAwS oF tHeRmOdynAmics" but bro... nobody's suggesting infinite energy just an small recovery. 100 mini turbines xould extend life by 3%, solar panels by 7%.
