No, the SAVE Act would not prevent U.S. citizens like Scarborough's wife from registering to vote if they've lost their birth certificate.

It requires documentary proof of citizenship (e.g., passport, birth certificate) for federal voter registration, but explicitly includes an alternative process: applicants can attest under penalty of perjury that they are citizens and submit other evidence.
