The Election Commission can't even show a file on who decided SIR

RTI activist Anjali Bhardwaj asked a simple question.
Give me the files, notings and records on how the SIR decision was taken.

EC's reply?
"No information in this regard is available in the Commission." 🤯

She appealed.
The appeal officer went further and wrote that the Commission had "so far not taken any decision" on a nationwide SIR in 2025.

Then a few months later, SIR was rolled out across the country anyway.

So who took the decision?
Where is the file?
Who is actually running the Election Commission? 🤔
