Here is a way to think about mass transit that most people have never considered.

A highway serves police, fire, delivery trucks, commuters, and the plumber heading to your house. An airport moves freight, passengers, and emergency personnel. Public infrastructure built with public money works because it serves a broad base of users.

Mass transit serves one type of user. And when you only have one user, you need an enormous number of them just to justify the investment.

Compare it to building a reservoir and only selling the water to one farmer. Or a power plant that only sells electricity to one factory. The math does not work.

Roads get widened because congestion proves the demand is already there. Mass transit often gets built on the hope that demand will show up eventually. The Field of Dreams argument. Build it and they will come.

Sacramento has plenty of examples of where they did not. That is the fundamental challenge no one wants to say out loud.
