The East African Community Civil Aviation Safety and Security Oversight Agency (CASSOA), in collaboration with the International Air Transport Association (IATA) organized a four day Dangerous Goods On-the Job Training and Competency Assessor Workshop running from June 3-6, 2026 at Protea Hotel in Entebbe.
A team from Uganda Civil Aviation Authority (UCAA) is part of the training. The workshop is aimed at equipping Dangerous Goods Inspectors from Partner States with the standard Competency Based Training and Assessment (CBTA) framework to meet International Civil Aviation Organization (ICAO) requirements and boost regional aviation safety. #CapacityBuilding #ICAO #AviationSafety
A total of 1,546 pilgrims were facilitated through Entebbe International Airport to Mecca and Medina in May 2026, compared to 1,320 pilgrims recorded in 2025. The return of the pilgrims is expected from May 31 to June 10, 2026.
We wish all the pilgrims a safe, peaceful, and spiritually rewarding stay in the Holy Land and look forward to welcoming them back home safely.
The Authority will work closely with relevant stakeholders to ensure smooth passenger facilitation, during the return operations, while managing congestion around the airport, considering that large numbers of relatives and friends usually welcome the returning pilgrims.

Uganda Civil Aviation Authority participated in the 4th Public Finance Management Conference held from May 6–8, 2026 at Imperial Resort Beach Hotel under the theme: “Strengthening Public Finance Management for Sustainable National Development.”
The conference was officially opened by The Prime Minister, Rt. Hon. Robinah Nabbanja, while the keynote address was delivered by the Ag. Accountant General and UCAA Board Member, Mr. Godfrey Ssemugooma. He highlighted the importance of digital transformation and sound public financial management in driving Uganda’s Tenfold Growth Agenda as the country transitions into the Fourth National Development Plan (NDP IV) cycle (2025/26–2029/30).
The conference brought together finance and governance professionals to discuss key issues shaping Uganda’s economic future, including Domestic Revenue Mobilisation in a Changing Economy and the evolving role of External Audit in a dynamic digital environment.
UCAA was represented by eight accountants, with Manager Finance, CPA Nancy Amuge, who also serves as a member of the ICPAU Governing Council and Chairperson of the Public Accountants Examinations Board, chairing one of the conference sessions.
UCAA Hosts Continental Workshop to Strengthen Fair Competition in Africa’s Air Transport Sector
The Director General of Uganda Civil Aviation Authority, Mr. Fred K. Bamwesigye, officially opened a three-day capacity-building workshop on “Drafting, Revising, and Implementing Competition Regulations in Air Transport Services in Africa” at Speke Resort Munyonyo on Wednesday May 6, 2026.
The workshop, organized by the African Civil Aviation Commission (AFCAC) in partnership with the McGill Institute of Air and Space Law and funded by the European Union Aviation Safety Agency, is running from May 6–8, 2026. It forms part of ongoing efforts to operationalize the Single African Air Transport Market under the Yamoussoukro Decision.
In his remarks, Mr. Bamwesigye emphasized that while liberalization has opened up Africa’s skies, “open skies must be matched with fair competition,” noting that strong regulatory frameworks are essential to prevent market distortions, safeguard consumer interests, and ensure a level playing field for airlines.
He reaffirmed Uganda’s commitment to building a fair, transparent, and competitive aviation sector, highlighting key milestones including the enactment of a Competition Act in 2024, the establishment of a Consumer Protection Unit within UCAA, and the development of draft competition and consumer protection regulations aligned with continental frameworks.
Although Uganda is not yet a full member of SAATM, he noted that the country is taking deliberate steps toward accession, including ongoing consultations and preparations for Cabinet consideration.
The workshop brings together aviation regulators, legal experts, and representatives from Regional Economic Communities across Africa among others. It seeks to strengthen technical capacity, enhance understanding of legal and economic principles, improve coordination among institutions, and promote harmonized approaches to enforcing competition regulations in line with continental standards.
Through a mix of technical sessions, comparative legal analysis, and hands-on drafting exercises, workshop participants will develop practical tools and frameworks to support the effective implementation of competition regulations across African air transport markets.
Mr. Bamwesigye also commended AFCAC and its partners for their continued efforts in strengthening Africa’s regulatory capacity and called on all SAATM signatory states to take decisive action toward full implementation for the benefit of the continent’s aviation growth and integration. @Afcac_Cafac@icaoesaf
A team from the Uganda Civil Aviation Authority participated in a career guidance session at Kings’ College Budo on, April 29, 2026, to enlighten students on various aviation careers and technical professions in the aviation industry.
The team engaged students on career opportunities in Piloting, Air Traffic Control, Aeronautical Engineering, Firefighting, Marine Search and Rescue, among others, during the session held at the school premises in Budo.
