The Kuki-Zo Council (KZC) has opposed demands from various groups in Manipur for the National Register of Citizens (NRC) to be updated before the upcoming Census, calling such demands “premature and unjustified.”
In a statement, the KZC welcomed the decennial Census initiated by the Centre, which was delayed from 2021 due to the COVID-19 pandemic.

Regarding the ongoing economic blockade imposed by NSCN-IM, ZUF Kamson Group, and the reported movement of armed elements linked to the Shan National Army and Myanmar junta military, as well as the involvement of certain Kacha Naga leaders, United Naga Council (UNC), Senapati District students’ bodies, JTM, NPO, and associated groups, entering through the India–Myanmar border via Tangkhul-dominant areas of Ukhrul district, we express our deepest concern over the continued obstruction of the National Highway and the worsening humanitarian crisis in the affected hill districts of Manipur.
The prolonged blockade has allegedly created an atmosphere of fear, insecurity, and intimidation among truck drivers transporting essential commodities. Drivers carrying food grains, medicines, fuel, LPG cylinders, construction materials, and other daily necessities are reportedly facing threats, extortion, harassment, and serious security risks while traveling through the affected routes. Many transporters are now reluctant to ply on the highway, resulting in disruption of supply chains and severe shortage of essential items in Kangpokpi and surrounding areas.
The burden of this blockade is being borne by innocent civilians. Women, children, elderly persons, patients, students, daily wage earners, and internally displaced families are suffering due to scarcity of food, medicines, fuel, and other basic necessities. Prices of essential commodities continue to rise, and poor families are struggling to survive. Denial of free movement of essential goods is not merely an economic issue; it has become a grave humanitarian concern affecting thousands of ordinary citizens.
The National Highway connecting Senapati and Kangpokpi district is a lifeline for the hill people. No armed group, organization, or pressure group should be allowed to hold the public hostage by blocking roads and preventing the transportation of essential commodities. Such actions undermine the rule of law, threaten public safety, disrupt normal life, and create unnecessary suffering for innocent civilians.
We strongly condemn all forms of intimidation, extortion, and obstruction targeting truck drivers and vehicles carrying essential supplies. We also express concern over reports of armed elements moving through border areas and interior routes, thereby creating additional security challenges in the region. These allegations require immediate attention from the competent authorities.
In view of the seriousness of the situation, we make an urgent appeal to the Hon’ble Prime Minister of India, Hon’ble Home Minister, Ministry of Home Affairs, Government of India, Army authorities, Assam Rifles, CRPF, BSF, and especially the Cobra Team and Central Security Forces to intervene immediately and restore normalcy.
We specifically urge the Cobra Team and Central Forces to immediately reopen the National Highway between Senapati and Kangpokpi district with immediate effect, ensure safe and uninterrupted movement of all trucks and public transport vehicles, provide adequate security escort wherever necessary, remove all illegal blockades and obstructions, strengthen security deployment along vulnerable stretches of the highway, and take lawful action against all individuals and groups involved in intimidation, extortion, violence, and disruption of essential supplies.
We therefore reiterate our urgent demand: Reopen the National Highway immediately. Ensure safe movement of essential commodities. Protect the truck drivers. Uphold the rule of law. Safeguard the lives and dignity of innocent civilians.
