Provincial governments localise the strategy, tailoring it to their own strengths
Private capital powers a significant portion of the execution.

For sectors not included in the 5-Year Plan, private sectors dominated the landscape.

Competition among all sectors , regardless of whether these are encouraged by the 5-Year Plan, is tense - survival of the fittest.

No bailouts.
