Go to companies and tell them, $5m for any employee making over 500k, and they get immediate citizenship if they pass an advanced background check.

Without citizenship , and only 3 yrs, same background checks, price is $1m.

The whole lottery and caps approach is broken. If the person is that valuable, like many AI engineers are, make it corporate pay to play.
