I am writing to express my profound disappointment and frustration at the complete lack of response from your office regarding the ongoing crisis of animal abuse and neglect in the Western Cape.
Over the past months, I have sent more than twenty emails to your office, as well as to mayors and councillors across our province. Not one has resulted in meaningful engagement or action. The silence from those entrusted with protecting the vulnerable is unacceptable.
Every day, we rescue animals that have been chained without food or water, left to starve, beaten, neglected, and abandoned. We see mothers struggling to keep their puppies alive while they themselves are emaciated and suffering. We report these cases, yet time and again, warnings are issued instead of meaningful enforcement. The cycle of cruelty continues because those responsible rarely face consequences.
As someone working on the ground through animal rescue, I witness this suffering firsthand. Volunteers and charitable organisations are carrying a burden that government should be helping to address. We cannot continue to do this alone while our pleas for support are ignored.
Your government's silence sends a devastating message: that animal cruelty is not a priority.
That is why I am informing you that I will no longer accept being ignored. If your office continues to refuse to engage with these urgent concerns, I will take this matter to the media and the public. The people of the Western Cape deserve to know that repeated requests for intervention have gone unanswered while animals continue to suffer every day.
This is not about politics. It is about compassion, accountability, and the responsibility of government to uphold and enforce the laws designed to protect animals from abuse.
I am calling on you to:
Acknowledge receipt of this letter.
Meet with representatives from animal welfare organisations.
Strengthen enforcement against animal cruelty and neglect.
Ensure municipalities and law enforcement respond effectively to reported cases.
Demonstrate that the Western Cape Government is committed to protecting the most vulnerable.
History will judge us not by what we said, but by what we did when innocent lives depended on us.
I sincerely hope you choose action over silence.

Dear Premier Alan Winde,
I am done begging for attention while animals across the Western Cape continue suffering unimaginable cruelty every single day.
For months I have emailed, pleaded, explained and shown the reality from the ground. I have shown the burned dogs, the starving puppies, the chained animals, the stabbings, the neglect and the endless suffering that rescuers are forced to face daily. Yet the silence from your office speaks louder than any words ever could.
Animal lovers in this province are gatvol.
We are tired of politicians smiling for cameras while innocent animals die in townships, informal settlements and backyards. We are tired of government acting as if animal welfare is some “small issue” that can be ignored because animals cannot vote. What you fail to realise is that the people who love and protect these animals do vote.
And election time is coming.
People are watching very carefully which leaders show compassion, action and humanity — and which leaders stay silent while cruelty continues unchecked.
Every day organisations like Zola’s Paw Rescue are left to carry a crisis that government keeps avoiding. We are expected to sterilise, rescue, feed, rehabilitate and save animals with almost no support while officials sit comfortably behind desks completely disconnected from the reality on the ground.
Where is the urgency from your government?
Where is the emergency intervention?
Where are the large-scale sterilisation programmes?
Where is the enforcement against abuse?
Where is the support for the rescuers who are breaking mentally, emotionally and financially trying to hold this disaster together?
You cannot continue speaking about dignity, safety and community upliftment while ignoring the horrific suffering of the most vulnerable living beings in this province. A government that feels nothing while animals are tortured reflects a frightening lack of humanity.
I want you to understand something clearly:
We are no longer going to stay quiet.
Animal lovers across the Western Cape are tired of being ignored, dismissed and treated like our fight does not matter. This issue is growing bigger every single day, and people are waking up to the fact that leadership has failed these animals completely.
I may be one voice, but I stand among thousands of people who are exhausted by the indifference. We will continue exposing the reality. We will continue demanding accountability. And we will continue asking why rescuers are fighting this battle alone while government looks away.
The measure of a society is found in how it treats the voiceless.
Right now, the voiceless are being abandoned.

Some people wonder why I trust animals more than humans.
The truth is simple. Animals have never lied to me, betrayed me, spoken badly about me behind my back, or pretended to care while secretly wanting to hurt me.
People can smile in your face and still break your heart.
Animals do not work that way.
A dog that loves you, loves you honestly.
A rescued animal that trusts you again after being hurt teaches you more about loyalty than most people ever could.
Maybe that is why my heart will always belong to them.
Because even after everything humans have done to them, they still choose love. They still wag their tails. They still forgive. They still trust.
There is something incredibly pure about that.
The broken, abused, unwanted animals of this world healed parts of me that people damaged a long time ago. And maybe that is why I will never stop fighting for them.
I am tired of begging for help for animals that are suffering right in front of us.
For over a month I have emailed authorities, the NSPCA, mayors, the Premier of the Western Cape, law enforcement and anyone I thought might care. Warnings were given. Promises were made. But the dogs are still there.
Nala. Jacks. Elvis. Cleo.
Living in horrible conditions while the people meant to protect them look away.
Shelters are full.
Fosters are full.
Rescuers are drowning.
And still the animals suffer.
People ask why rescuers dream of sanctuaries. This is why.
Because every single day we stand in places where there is nowhere safe for these dogs to go. We are expected to perform miracles with empty hands while innocent animals continue to suffer.
I am only one person. But I will not stop speaking for them, because they cannot speak for themselves.
These dogs do not need another warning issued.
They do not need another ignored email.
They need action.
They need safety.
They need people to finally care enough to help change their lives.
