🚨After September 11th, the U.S. government built a machine. The machine's job was to find hidden networks people and organizations moving money, weapons, and influence through banks, shell companies, and international financial systems and shut them down.

They built it fast. In about three years, they created new agencies, new laws, new databases, and new powers that let them trace every dollar moving through the global banking system. They could freeze accounts without warning. They could cut any foreign bank off from the U.S. dollar. They could force every bank in America to report suspicious activity directly to the government. They could query every financial institution in the country simultaneously about any person or entity.

Then something unexpected happened. In 2008, the financial system itself nearly collapsed and when it did, the government discovered something it hadn't planned for. The same banks they'd wired up to catch terrorists were themselves tangled together in a web so complicated that letting one of them fail could bring down the entire global economy. They'd built a machine to find and kill hostile networks, but the legitimate financial system turned out to BE a network and they didn't have the tools to safely take apart a piece of it without destroying the rest.

So they built those tools too. Stress tests that forced every major bank to show the government exactly what it owned and who it owed. New laws requiring every big financial institution to write its own funeral plan. New agencies whose only job was to collect and standardize financial data so the government could actually see the whole picture. New rules that dragged trillions of dollars in secret derivative contracts out of the shadows and into the light.

By about 2012, the government had both halves of the machine: the ability to find and map any financial network on earth, AND the ability to safely take apart a major financial institution without crashing the system.

Then in December 2017, a new executive order 13818 pointed that entire machine at a new target. Not terrorists. Not rogue states. A transnational criminal network operating through legitimate institutions — banks, governments, corporations in multiple countries simultaneously. Think of it like an evil McDonald's franchise: same business model, different locations, no flag, no nationality.

And that's what the workbook tracks from 2017 to today. Four hundred and seventy-seven documented enforcement actions across five countries the United States, China, Russia, Saudi Arabia, and India all running their own versions of the same cleanup operation on overlapping timelines.
