The crux of this decision is that the Virginia Constitutional Amendment process requires two votes in the General Assembly: one before Election Day for the House of Delegates, and one after. Because early voting had started before they voted the first time, the process was flawed

I think it's going underappreciated how the two-hour barrier was broken:

-- by two men at once;
-- by a Kenyan and an Ethiopian;
-- as a result of racing;
-- on a legacy, non-Chicago/Berlin course; &
-- faster than Kipchoge's trial time.
