A3: We had been paying invoices without knowing for sure whether goods had been received or services provided. We trained schools and departments how to receive in our financial system and continue to insist that bills do not get paid until items are received. #EdFinChat

Q2: Time is a hurdle. It takes time to educate staff and leadership on the need for good controls, and it is easy for that to get put on backburner. #EdFinChat
