The latest "Employment Equity" legislation in South Africa is completely and utterly insane and deranged.
Every company with more than 50 employees in South Africa now has a "mandatory" race and gender quota broken down for each sector and each job level.
Yes, you read that right. A percentage level target set to the precision level of one tenth of a percent for each race and gender for each level of employee.
The minister can change the 50 employee threshold arbitrarily.
If you fail to do this by 2030 you will be fined 2% of turnover or R1.5m.
Is this really how you stimulate economic growth in a country with a tanking economy?
As if business in this country has had enough to contend with, enforcement of this immoral abomination will be the final nail in the coffin for many businesses.
It also virtually bars entry level jobs to people who are not in the "designated groups", e.g. "white".
Entry level "designated group" quota examples:
Accommodation and Food Sector - 95.9%
Administrative and Support - 95.9%
Arts and Entertainment - 95.9%
Construction - 95.9%
Education - 95.9%
Financial and Insurance - 95.9%
Retail - 94.2%
The professional level quotas are slightly milder mostly in the 70%-85% range but there are also sectors with similar racial job reservation e.g.:
Administrative and Support - 95.3%
Arts and Entertainment - 95.9%
Electrical - 95.9%
Health - 95.9%
The way the quotas are skewed lower for top management jobs seems to indicate that they think that as long as they keep some white men around to run the show for a while, it will be fine, but at the bottom end there is very little allowance for young white entrants into the economy.
If you set out to design a system to deliberately and gradually eradicate a group of people from the economy this is exactly what it would like.
