It’s that while Burnham was still Mayor, his wife went from having an indirect commercial link to the contractor, to taking a senior job there and later holding shares and a board seat — while that same public contract continued. He declared the earlier, weaker link. The later, stronger personal financial interest is what creates the real appearance problem. Most people would not accept the reverse situation from the other party.

Decisions on performance, tariffs, expansion, and any extensions or related work were still live under his mayoralty.
It moved from ‘my wife’s agency has them as a client’ (which he declared and recused from in 2021) to ‘my wife is now employed by them, sits on the board, and holds shares.’ That is a material change in the level of personal financial interest while the public money was still flowing.
