@ckuck I feel that this will make it all the way to the supreme Court. Late last year a similar federal judge in DC upheld the fee. The case has already been argued at the DC circuit court of appeals in March but no opinion yet.
@ShadesOfBlueAn1 For the same reason that there has been no legislative reform to the program and most of it has been administrative fixes via either regulation or executive order. If the program is reformed to serve its true purpose, then industry will clamor for more visas which is unpalatable
